<P>PROBLEM TO BE SOLVED: To perform decarburization refining of molten iron using a bottom-blowing converter having two rows of bottom-blowing tuyere groups on the furnace bottom, by stably suppressing sloshing of the molten iron from early to late stages of history of use of a converter body. <P>SOLUTION: The bottom-blowing converter 1 having two rows of the bottom-blowing tuyeres 7 having a tuyere row interval D is used for refining the molten iron 10 by blowing oxygen gas into the molten iron 10 from the bottom-blowing tuyeres. Here, the constant (a) in formula (1): A=(a/D)×[1/(2πf)<SP POS="POST">2</SP>], which is expressed by formula (2): a=α×Q<SB POS="POST">O2</SB>+β×V<SB POS="POST">SL</SB>+γ×M<SB POS="POST">SC</SB>+δ, is determined in such a manner that an amplitude A of the sloshing of the molten iron caused by bottom-blowing gas and calculated by formula (1) becomes smaller than a distance H from a molten iron bath surface at a stationary condition to a molten steel tapping hole. The constant (a) is determined by adjusting at least one chosen from the oxygen gas flow rate Q<SB POS="POST">O2</SB>, the slag mass V<SB POS="POST">SL</SB>in the furnace and the amount M<SB POS="POST">SC</SB>of cold iron source charged into the furnace.
