PURPOSE: A WCTS(wireless caption telephone service) providing system and method thereof are provided to enable a hearing-impaired person to directly communicate with an opponent by using a phone book stored in a WCTS terminal device. CONSTITUTION: A WCTS terminal device matching unit(302) controls class by connecting to a WCTS terminal device. A network matching unit(303) controls the call by connecting to an opponent terminal device. A relay center matching unit(304) controls the call by connecting to a relay center. A handler unit(305) handles the set voice data path by using each matching unit. A service control unit(301) controls each unit.
