The problem addressed by the present invention is to provide: a semiconductor light-emitting device that emits light having high Ra and a correlated color temperature of at least 1600 K and less than 2400 K; and a semiconductor light-emitting system provided with the semiconductor light-emitting device. The problem is solved by means of a semiconductor light-emitting device having the following configuration: a semiconductor light-emitting device (1), which is provided with an LED chip (10) as a semiconductor light-emitting element and a fluorescent body (20) that emits light with the LED chip (10) as an excitation source, and which emits light having a correlated color temperature of at least 1600 K and less than 2400 K. The fluorescent body (20) contains at least a green fluorescent body and a red fluorescent body. In the spectrum of the light emitted from the semiconductor light-emitting device (1), the value of the peak strength of light emitted by the LED chip (10) is a value that is less than 60% of the maximum peak strength of the light emitted by the fluorescent body (20).
