PURPOSE: A dual heat pump device using a cooling device is provided to reduce the capacity of a generator by using waste heat for heating. CONSTITUTION: A dual heat pump device using a cooling device comprises a compressor(10), a condenser(20), an expansion valve(30), an evaporator(40), a cooling/heat system(50), a seawater line connection unit(60), a waste heat recovery line connection unit(70), and a cold or hot water intake line(80). The seawater line connection unit collects seawater for obtaining vaporization heat of a refrigerant in a heat pump cycle. The waste heat recovery line connection unit circulates cooling water passed through an engine or a generator, thereby collecting cooling water having waste heat in order to use as a heat source of the refrigerant when the vaporization heat of the refrigerant is not sufficiently obtained due to low temperature of seawater in the operation of the heat pump cycle. The waste heat recovery line connection unit uses hot water in a cooling cycle and cold water in the heat pump cycle.
