An infuser 2 has a top comprising an impermeable upper layer 4 and a bottom comprising a permeable bottom layer 6. The upper and bottom layers are attached to one another and the infuser comprises a region where the layers are so arranged as to define a chamber 16. The infuser further comprises a flexible wall 14 formed in a loop. The circumference of the wall may be arranged in order to form a frictional fit with the internal side walls of a cup in which it is placed. When the desired strength of beverage is reached the infuser can be pressed down into the base of the cup to form a barrier separating the spent tea leaves away from the liquid contents of the cup while the beverage is consumed. The invention also comprises a method (see fig. 6) of manufacturing such an infuser comprising the following steps: applying a heat sealable adhesive layer to one side of an impermeable upper layer, forming a recess in the upper layer to define a chamber, heat sealing a permeable bottom layer to the upper layer via the adhesive layer to form a laminate, and pressing the laminate into the required shape.
