PURPOSE: A scalp care composition and a hair product using the same are provided to improve blood circulation, to prevent hair loss, and to promote hair growth. CONSTITUTION: A method for preparing an oriental medicinal extract for preventing hair loss and promoting hair growth comprises: a step of mixing 300 parts by weight of water and 14-40 parts by weight of an oriental medicinal mixture containing Polygonum multiflorum Thunberg, ginseng, Lyciium chinensis Miller, pine needle, Angelica gigas NAKAI, Cnidium officinale Makino, Artemisia princeps Pamp., Rehmanniae Radix Preparata, Paeonia Lactiflora, Biotae orientalis Folium, Morus alba L., Ecliptae Herba, and Glycyrrhizae radix at 14-25 deg. C for 10-15 hours; a step of heating the mixture at 100-140 deg. C and 0.15 MPa for 4-6 hours; a step of discharging steam during heating; a step of gradually cooling the extract for 10-15 hours at 30-40 deg. C; and a step of collecting the extract.
