PURPOSE: A phase locked loop and a semiconductor device using the same are provided to reduce time for stabilizing the number of rotations of a motor by applying a phase locked loop to a motor control device. CONSTITUTION: A phase comparator(302) receives a first periodic signal and a second periodic signal. The phase comparator outputs a third periodic signal corresponding to the phase difference between the first periodic signal and the second periodic signal. A charge pump(304) outputs a first analog signal corresponding to the third periodic signal. A loop filter(306) receives the first analog signal. The loop filter outputs a second analog signal corresponding to the first analog signal. A voltage controlled oscillator(308) outputs a fourth periodic signal corresponding to the second analog signal.
