<P>PROBLEM TO BE SOLVED: To provide concrete which exhibits high heat resistance, high dissolution resistance and high strength and whose amount of drying shrinkage is small. <P>SOLUTION: As a cement-based material, 37-59 mass% portland cement, 20-50 mass% finely pulverized quartz and 13-21 mass% slaked lime are mixed to be 100 mass% in total and kneaded.
