<P>PROBLEM TO BE SOLVED: To provide a chemical conversion treatment agent for surface treatment of a metal substrate which can provide sufficiently high level coating film adhesiveness, and to provide a surface treatment method of a metal substrate. <P>SOLUTION: The chemical conversion treatment agent for surface treatment of a metal substrate contains a co-condensate of a silane coupling agent (A), a silane coupling agent (B), the element fluorine, and at least one metal element selected from a group consisting of zirconium, titanium and hafnium.
