PROBLEM TO BE SOLVED: To increase the update number of times of the surface without lowering an exposed surface area of a plastic raw material. SOLUTION: A twin screw extruder is equipped with two screws 14 rotatably disposed in a temperature adjustable cylinder 12, and a rotational drive mechanism for rotating the two screws 14, and sequentially has a kneading part 17, a devolatilization region 16, and a raw material filling part 15 from an upstream side toward a downstream side. An expanded cylinder segment 19 expanding the upper side of a hollow part of a cylinder 12 by a shaving amount corresponding to 0.01-0.15 times of inside diameter of the cylinder is disposed on the devolatilization region 16 and a surface update screw piece 18 is disposed at the portion other than immediately below a vacuum vent port 13 of the expanded cylinder.
