The invention relates to decorative wall-paper covers intended for application to walls in dwelling, public and household premises. A wall-paper cover comprises a cellulose fiber and glue based on methylcellulose. As cellulose fiber the wall-paper cover comprises fiber component made of milled wall-paper wastes with polyvinylchloride and/or acryl upper layer at following component ratio, wt. %: glue based on methylcellulose 8-15, milled wall-paper wastes with polyvinylchloride and/or acryl upper layer 85-92, and the length of cellulose fiber does not exceed 0.5 mm, and length of particles of the upper layer of wall-paper does not exceed 4 mm. The wall-paper cover has needed water resistance, enough adhesion to surface being covered, enough hygroscopic property, heat- and sound-insulation properties, not complicated technology of production and application, and at that it is made without use of primary fiber half-finished products.
