Provided is a hair cosmetic composition which is capable of imparting an excellent lightness to hair by combining a carbonate as an alkaline agent, and which has high formulation stability. This hair cosmetic composition comprises (A) an alkaline agent containing at least a carbonate, (B) an oil component, and (C) a surfactant, the mass ratio B/C of the content of the component (B) and component (C) being in the range of 2.5-10, and further comprises (D) a cationized polysaccharide.
