An apparatus for treating waste water using a high-voltage glow discharge is provided. The apparatus for treating waste water using a high-voltage glow discharge, according to the present invention, comprises: an electronic activation device (110) comprising a plurality of first plates for first electrodes, the first plates being separated away from each other, second plates, which are provided separately between the first plates and each of which has second electrode pins on both surfaces thereof, the second electrode pins protruding in the directions of the first plates adjacent thereto, wherein the electronic activation device generates and discharges an active species gas containing a radical or an ion from a reactive gas, which is introduced by means of the glow discharge that is generated at the second electrode pins when a high voltage is applied to the second electrode pins, wherein the reactive gas is introduced through a first hole and the active species gas is discharged through a second hole, the first and second holes being provided on the same surface; a reaction container (120) for receiving the reactive species gas through a tube, which is connected to the second hole of the electronic activation device (110), and bubbling the waste water inside a container; a reaction coagulation container (200), which is provided at the rear end of the reaction container (120), for injecting an agent for removing pollutants into the waste water and agitating the waste water; a precipitation container (300) for precipitating the waste water which has been agitated by the reaction coagulation container (200) so as to remove sludge; and a filtering container (400) for filter-processing the high-grade water which has passed through the precipitation container (300), wherein the second electrode pins protrude perpendicularly in two directions from different positions on each of the second plates.
