RADIO COMMUNICATION SYSTEM AND MESSAGE NOTIFICATION METHOD

PROBLEM TO BE SOLVED: To make voice be heard easily even when access regulation is implemented in a circuit switched network on the incoming side.

SOLUTION: An exchange has: a determination part determining whether access to a circuit switched network which is to be connected to a second mobile apparatus is regulated or not, when receiving a telephone call origination from a first mobile apparatus to the second mobile apparatus; and a connection destination switching part which connects the first mobile apparatus to a file server when it is determined that the access is regulated. The file server has: an acquisition part acquiring a voice message addressed to a user of the second mobile apparatus when being connected to the first mobile apparatus; a voice file generation part generating a voice file including the voice message; a storage part storing the voice file; an acquisition information generation part generating acquisition information for acquiring the voice file; and a transmission part transmitting the acquisition information to the second mobile apparatus through a packet exchange network. The transmission part transmits the voice file depending on a download request which is to be transmitted from the second mobile apparatus having received the voice file acquisition information.
