PURPOSE: A motion vector encoding/decoding apparatus, a method thereof, an image encoding/decoding apparatus, and a method thereof are provided to reduce the amount of bit for motion vector encoding by selecting a prediction motion vector. CONSTITUTION: In case a determined MV(Motion Vector) mode is in a non-contention mode, an MV encoding device determines a default MV as a current MV of a current block(S504,S510). In case the determined MV is a contention mode, the MV encoding device determines the selected MV in a candidate MV group as the current MV vector of the current block(S508).
