<P>PROBLEM TO BE SOLVED: To provide a relay server capable of flexibly and swiftly constructing a VPN suitable for an apparatus used by an operator. <P>SOLUTION: A relay server 2 acquires a connection target apparatus with which connection by an operator performing log-in request is possible on the basis of connection permission information mapping the operator and the connection target apparatus with which the connection by the operator is possible. When, for instance, a client terminal 47 is selected from among the acquired connection target apparatuses, the relay server 2 stores an address of a communication device on which log-in request operation is performed as address filter information mapped to identification information of the relay server 2, and transmits the address filter information to the client terminal 47. The relay server 2 stores the address filter information received from the client terminal 47.
