<P>PROBLEM TO BE SOLVED: To provide a portable terminal capable of easily executing energy saving diagnosing, and an energy saving diagnosis system. <P>SOLUTION: A portable terminal 10 is for performing energy diagnosing with a building as a target on the basis of equipment apparatuses 28 provided in the building of the diagnosis target. On the basis of individual building data 27 specifying the equipment apparatus 28 to sample data to be supplied for energy diagnosis for the building of the diagnosis target and a data item D of data required for determining rationality of energy use at least to be sampled determined beforehand for each equipment apparatus 28.
