SOLUTION: An image encoder for encoding image data and generating an encoded stream includes: a setting part for setting a binary parameter used when defining a size and a storage data amount or the like of a virtual decoder defined in the encoded stream for which the image data is encoded by binary data generated in arithmetic encoding; an encoding part for encoding the image data and generating the encoded stream; and a transmission part for transmitting the binary parameter set by the setting part and the encoded stream generated by the encoding part to an image decoder which decodes the encoded stream through a prescribed transmission line such as a recording medium or a network. This disclosure is applicable to an image processing device, for instance.
