<P>PROBLEM TO BE SOLVED: To provide a manufacturing apparatus for buffer material block which manufactures a buffer material block for which a buffer material density is managed. <P>SOLUTION: A manufacturing apparatus for buffer material block comprises a table device 2 rotatable at a constant velocity around an axial center of a die frame while mounting a cylindrical outer die frame 110, and a rolling compaction device which is installed above the table device 2 for fastening a buffer material which is discharged into the outer die frame 110 mounted in the table device 2 and rotated at a constant velocity together with the outer die frame 110. The manufacturing apparatus further comprises a measuring device 36 which is installed above the table device 2 and sequentially measures a laminated height of fastened buffer materials, a zero point sign target 4 which is mounted on an inner circumferential surface of the outer die frame 110 and recognized by the measuring device 36 and appears as a singular value, and a management device 5 which associates each of the laminated heights of the buffer materials successively measured from measuring the singular value by the measuring device 36 to next measuring the singular value with a position in a circumferential direction.
