<P>PROBLEM TO BE SOLVED: To enable continuous operation of a heat pump unit without using a special device. <P>SOLUTION: A control unit 100 calculates a change rate (inflow temperature change rate) per predetermined time of an inflow temperature flowing into a heat dissipator 30, and a change rate (outflow temperature change rate) per predetermined time of an outflow temperature flowing out from the heat dissipator 30, in order from the start of operation of a compressor 1. The control unit 100 sets, as a minimum temperature, the inflow temperature in which a difference between the inflow temperature change rate and the outflow temperature change rate becomes equal to or less than a change rate threshold, and sets, as a target temperature, a temperature equal to or higher than the minimum temperature.
