<P>PROBLEM TO BE SOLVED: To immediately reissue an IC card which enables a user to access to a plurality of information holding devices, and especially prevent leakage of a secret key of the user. <P>SOLUTION: An IC card issuing system comprises a user card management device 20, information holding devices 30, and a key management device 40. The key management device 40 saves secret keys of users. The user card management device 20 saves encrypted service user IDs and passwords. When reissuing an IC card, the key management device 40 writes a secret key of a user in an IC card.
