PROBLEM TO BE SOLVED: To manufacture a filter without tilting an ink jet head.

SOLUTION: A filter manufacturing device 1 which manufactures, by inkjet printing, filters periodically arrayed in a conveyance direction of a base material 91 and a direction perpendicular to the conveyance direction includes: a print cell setting part 35 which sets a print cell Pc having the same number of dot areas in a direction perpendicular to a conveyance direction of printed matter based upon a predetermined filter pitch and head resolution; a deviation quantity calculation part 36 which calculates a quantity of deviation between a filter pitch Fpx and the print cell Pc in the direction perpendicular to the conveyance direction of the base material 91; a deviation quantity determination part 37 which determines whether a deviation quantity in the print cell Pc exceeds a unit dot area; and a print cell complementary part 38 which complements a deviation quantity exceeding the unit dot area in the print cell by adjusting the number of dot areas included in the print cell Pc.
