<P>PROBLEM TO BE SOLVED: To provide a steam generating system of high efficiency by reducing temperature difference in pumping up by a heat pump. <P>SOLUTION: This steam generating system includes a first heat pump 2 of single stage or multiple stages, and a second heat pump 3 having the number of stages more than that of the first heat pump 2. Heat source fluid is successively passed through an evaporator 7 of the lowermost stage of the first heat pump 2 and an evaporator 11B of the lowermost stage of the second heat pump 3.
