PROBLEM TO BE SOLVED: To provide a user, when something unusual happens to the photographing condition of an on-vehicle camera, with a proper surrounding image corresponding to the unusual condition.

SOLUTION: The image generating apparatus 100 includes: a state detection part 13 for detecting the stored state of side mirrors on each of which a camera 52 for taking pictures of each side of a vehicle 9 is disposed; an image selection part 33 for selecting images with at least a view of the vehicle among the images taken by the cameras 52 when the state detection part detects that the side mirrors are stored, and selecting images of a second region R2 of the taken image different from a first area R1 when the state detection part detects that the side mirrors are not stored; and an image generating part 35 for generating display images in which images to be selected by the image selection part 33 are arranged.
