PURPOSE: A flame retardant is provided to have excellent flame retardancy, minimum smokability, and low toxicity without containing halogen or phosphorous. CONSTITUTION: A flame retardant comprises nitrogen-based lignin by reacting 1 parts by weight of lignin, 0.8-2.4 parts by weight of a nitrogen-containing compound, 0.3-0.9 parts by weight of aldehyde under the alkaline condition. The lignin comprises lignosulfonate, alkali lignin, organic-solvent type lignin, phenol-modified lignin, or combinations thereof. The nitrogen-containing compound is a dicyandiamide compound, a nitrogen-containing heterocyclic compound, an amide compound, or combinations thereof. The flame retardant comprises the flame retardant and a thermosetting resin. The weight ratio of the flame retardant and the thermosetting resin is 1:10-1:1.
