PURPOSE: A binder for paper adhesion is provided to reduce a secondary environmental contamination by recycling leftover wasted as food waste, and to improve strength and water resistance of paper. CONSTITUTION: A binder for paper adhesion comprises a mixture of food waste, a corn mixture, borax, sodium hydroxide, and flyash. A manufacturing method of the binder comprises: a step(S10) of forming a mixture of food waste by mixing rice waste and water; a step(S30) of mixing borax into the mixture of food waste; a step(S40) of forming a corn mixture by mixing water and corn starch; a step(S50) of mixing caustic soda into the corn mixture; a step(S60) of forming preparatory binder by mixing the mixture of food waste and the corn mixture; and a step(S70) of forming a binder by mixing fly ash into mixture.
