PROBLEM TO BE SOLVED: To provide a game system and the like which, even when a key used for encrypted communication is leaked, can distribute a new key by simple and secure processing.

SOLUTION: A first control unit is configured to: store a first key as a shared key with its first key information in advance; decrypt a second key and second key information which are transmitted from a first control device by using the first key; collate the prestored first key information with the second key information of the decrypted second key and second key information; store the second key as a new first key when the first key information and the second key information are different; and supply the second key in an encrypted state to a second control unit. The second control unit is configured to: store the original first key as the shared key with its first key information in advance; receive the second key from the first control unit; decrypt the received second key by the first key; and store the decrypted second key as the new first key. The first control unit and the second control unit perform encrypted communication by using the newly stored first key.
