<P>PROBLEM TO BE SOLVED: To provide a semiconductor light-emitting element that can improve the transmission efficiency of an optical signal, a light-emitting device, and a method of manufacturing the light-emitting element. <P>SOLUTION: A semiconductor light-emitting element comprises a first semiconductor layer and a laser resonator. The first semiconductor layer has a first portion and a second portion in juxtaposition to the first portion. The laser resonator is provided on the first portion and has a ring-shaped resonator structure turning around along a primary surface of the first semiconductor layer.
