Disclosed are a method and system for establishing an RRC connection, relating to the field of communications. In the present invention, an access network receives an RRC connection request sent by a UE and then determines whether the UE requesting to establish an RRC connection is legitimate; if legitimate, then an RRC connection establishment message is sent to the UE; if not legitimate, an RRC connection reject message is sent to the UE. By means of the invention, the impact of the signalling on the air interface resources in the communication system can be reduced, the air interface load can be lowered, network paralysis can be avoided and the UE can save power when a large number of cell phones are attempting to obtain service. |
