The present invention discloses an apparatus,a method and a base station for Cell-Identifier (Cell-ID) allocation, and readable programs and media thereof. The method includes the following processes: a location information acquisition process, for acquiring the location information of a macro base station and the location information of respective Remote Radio Head (RRH) devices connected with the macro base station; a reciprocal distance determination process, for determining the distance for every two RRH devices and that between the macro base station and each RRH device; a set partition process, for partitioning the macro base station and RRH devices into several sets according to the distance between every two RRH devices and that between the macro base station and each RRH device; a Cell-ID allocation process, for allocating Cell-IDs for RRH devices, with the RRH devices in the same set being allocated with the same Cell-ID, and the RRH devices in the different sets being allocated with the different Cell-IDs; an information generation process, for generating information to be send to the corresponding RRH devices according to the allocated Cell-IDs.
