PROBLEM TO BE SOLVED: To provide a light-emitting device capable of suppressing color unevenness of emission light from occurring, and a manufacturing method thereof.

SOLUTION: A manufacturing method of a light-emitting device 100 including an LED element 3 which emits light of a prescribed first wavelength and a wavelength conversion part 6 including phosphor particles which emit light of a second wavelength different from the first wavelength by irradiation of light of the first wavelength comprises: a step of preparing a first mixture 51 by dispersing phosphor particles and fluoride particles having a smaller grain size than the phosphor particles into a solvent; a step of forming a wavelength conversion layer on the LED element 3 by applying the first mixture 51 onto the LED element 3 and heating the mixture; and a step of forming a wavelength conversion part 6 on the LED element 3 by applying a second mixture 52 in which a translucent ceramic precursor is dispersed into the solvent onto the wavelength conversion layer and heating the mixture.
