PROBLEM TO BE SOLVED: To quickly specify a failure location at which a failure occurs when abnormality occurs in data distribution through a network.

SOLUTION: A failure analysis device 10 periodically collects connection information from each device configuring video provider equipment 20 and each device configuring communication NW equipment 30. A video reception device 41 receives a video signal from a video server 21 and performs FEC decoding. The video reception device 41 transmits evaluation basis excess notification to the failure analysis device 10 when it is determined that errors generated in performing the FEC decoding exceed an evaluation basis shown by evaluation basis data acquired in advance. The failure analysis device 10 reads out a distribution route of the video reception device 41 specified by node identification information shown by the received evaluation basis excess notification, and specifies a failure location from a device on the read out distribution route or channel commonality shown by the evaluation basis excess notification.
