<P>PROBLEM TO BE SOLVED: To provide a flame-retardant film with excellent durability and flame retardancy produced by using a flame-retardant which is non-compatible with polyester as a nucleating agent of generation of a void. <P>SOLUTION: The flame-retardant film comprises a polyester layer (A) containing a flame-retardant (a) coated with a substance which is non-compatible with polyester and bubbles, and having a porosity of 10-50 volume%.
