<P>PROBLEM TO BE SOLVED: To certify that a stored green energy is surely a green energy. <P>SOLUTION: The energy filling device includes: an energy filling section for filling the energy storage device with the green energy; a measurement amount information acquiring section for acquiring, from the energy storage device, measurement amount information that represents a filling amount of the green energy measured by the energy storage device; and a certificate issuing section for, when the filling amount of the green energy filled by the energy filling section matches the filling amount of the green energy represented in the measurement amount information, issuing a certificate for certifying the amount of the green energy filled in the energy storage device.
