The present invention allows payment of an amount corresponding to the total amount of money with which one or more electronic values are charged. An IC chip (22) stores a balance for each of the following: one or more electronic values; and a utility electronic value to which said one or more electronic values can be converted. Said IC chip (22) subtracts, from the balances of said one or more electronic values, a total amount of money greater than or equal to the difference between a payment amount and the balance of the utility electronic value. The IC chip (22) then adds the subtracted amount to the balance of the utility electronic value and subtracts the payment amount from the resulting balance of the utility electronic value.
