<P>PROBLEM TO BE SOLVED: To provide a frame for a solar cell panel and a solar cell device capable of easily changing an inclination angle of a solar cell panel, having a prescribed strength and rigidity, as well as capable of supporting the solar cell panel so that external force does not affect it. <P>SOLUTION: A frame 1A for a solar cell panel comprises: a plurality of leg parts 11 disposed at an installation site 10 with a prescribed distance between each other; a supporting part 12 disposed at each of the plurality of leg parts 11, and rotatably supporting a solar cell panel 2; and an angle holding part 13 for locking the rotating solar cell panel 2 at a prescribed inclined angle to hold it. The angle holding part 13 includes: a locking part 21 disposed at the leg part 11; and a locked part 23 fixed to the solar cell panel 2 through a plurality of intermediation members 22 being disposed with a prescribed distance between each other, and locked at a prescribed position by the locking part 21.
