Provided are a charging member and method for producing the same that enables, by improvement of charging performance, improvement in the positive ghost, in particular, and long-term retention of adhesion resistance with respect to toner and non-toner additives. The charging member comprises a conductive support body, a conductive elastic layer and a surface layer and is characterized in that the surface layer contains a polymer compound having Si-O-Ti bonds in the molecular structure thereof and that the polymer compound has specific structural units represented by formulas (1), (2), and (3).
