PROBLEM TO BE SOLVED: To provide a technology for suppressing load fluctuation in an object to be controlled even when source voltage has fluctuated in driving a load. SOLUTION: A load controller 10 eliminates a constant voltage source and has, as a duty ratio adjusting means, a twelfth resistor R12 and a Zener diode ZD1. Terminals of a first transistor Q1, a second transistor Q2, a third transistor Q3, a third resistor R3, a sixth resistor R6, a ninth resistor R9, and an eleventh R11 are connected to an positive terminal of a battery BT, the terminals having been connected to the output of the constant voltage source heretofore. Also, one of the terminals of the twelfth resistor R12 is connected to the positive terminal of the battery BT, the other terminal is connected to a cathode of the Zener diode ZD1, and an anode of the Zener ZD1 is connected to a noninverted input terminal of a second comparator CP2.
