PURPOSE: An ID issuing method for near field communication payment and a system and a payment device thereof are provided to perform the near field communication payment with only ID and perform a plurality of authentication processes in a process issuing the ID, thereby enhancing security. CONSTITUTION: A membership device(140) checks whether or not personal authentication about personal authentication information received from a terminal(110). The membership device transmits a checking result to the terminal. When an ID issuing request signal for near field communication payment is received from the terminal which the personal authentication is completed, a near field communication payment device(150) receives a plurality of authentication information from the terminal. The near field communication payment device issues ID for the near field communication payment to the terminal.
