PURPOSE: A surface modified electrode material for a capacitor and a manufacturing method are provided to improve lifetime and output characteristics at room temperature by forming a ZnOHF(Zinc hydroxyfluoride) coating layer. CONSTITUTION: A solution having a dissolved zinc starting material and an electrode material are mixed. A first mixture is manufactured(S10). A surface modified source of a material fluorine starting material is added to the first mixture. A second mixture is manufactured(S20). The second mixture is maintained at a constant temperature in order to form a coating layer on a surface of an electrode material(S30). A solvent is removed from the second mixture(S40).
