PURPOSE: A light emitting element package and a light emitting device using the same are provided to improve the color rendition of the light emitting device by using a quantum dot fluorescent substance. CONSTITUTION: A pair of first electrodes(20) is located on a first side of a package body(10). A pair of second electrodes(30) is located on a second side. A light emitting element(40) is electrically connected to the first electrode. A fluorescent substance layer is located on the light emitting element. A protective layer(60) is located on the florescent substance layer.
