PURPOSE: A method for coding an image using adaptive coding structure and an encoding system using the same are provided to use adaptive coding structure in a process transmitting the image through various transmission lines, thereby increasing coding efficiency. CONSTITUTION: An adaptive rate controller(100) determines a change of a coding mode in an image block of the same location of a previous frame and a present frame by receiving coding mode information of an input image and a screen by every frame unit. An encoder codes the input image of the present frame by selecting a coding mode which a quantization parameter of a block which desires to code of the present frame quadrates with the quantization parameter used for coding of the block of the same location of the previous frame.
