<P>PROBLEM TO BE SOLVED: To provide a gateway unit which can transmit a voice packet and a non-voice packet without reducing the communication quality. <P>SOLUTION: A packet for measuring delay is generated and relayed, and a delay time incident to the relaying of a packet for measuring delay is measured as an actual measurement of a delay time.
