PURPOSE: An operation system and femto cell base station are provided to minimize interference on a macro cell by setting scalable bandwidth in a femto cell. CONSTITUTION: A reception unit(310) periodically receives the size of interference signal of each macro cell measured from one or more femto cell base stations. A control unit(370) sets scalable bandwidth in each femto cell base station according to the interference signal size of each macro cell. A determination unit(330) determines whether the interference signal size satisfies with the defined threshold value condition. When the interference signal size is more than the threshold value, the control unit reduces the bandwidth of the femto cell base station.
