<P>PROBLEM TO BE SOLVED: To provide a light source circuit unit which extracts emission light from a rear surface side of a light emitting element chip to a front surface thereof and reduces the cost with a simple structure, and to provide a lighting device and a display device which include the light source circuit unit. <P>SOLUTION: A light source circuit unit includes a light emitting element chip (LED chip 13) covered by a dome-shaped sealing lens 12 on a circuit board 11. A wiring pattern 14 of the circuit board 11 is formed by a material having light reflectivity, aluminum (Al) for example. The wiring pattern 14 includes wiring layers 14A, 14B for supplying driving currents to the LED chip 13 and a chip mounting layer 14C.
