<P>PROBLEM TO BE SOLVED: To provide a call originating and incoming operation monitoring system in a telephone system which is capable of spontaneously determining a failure in the telephone system via a public network. <P>SOLUTION: The call originating and incoming operation monitoring system in the telephone system is provided with: a pseudo call origination control part 134 which spontaneously originates a pseudo call to a public network 100; and a pseudo call incoming recognition part 173 which, when a call incoming from the public network 100 includes a pseudo call, recognizes the incoming of the pseudo call.
