<P>PROBLEM TO BE SOLVED: To control progress of wear caused by collision between a seal ring and the wall of a passage when a valve is opened as well as progress of wear caused by sliding friction between the seal ring and the wall of a passage after collision, in a valve device in which the seal ring is attached to the peripheral edge of a valve body. <P>SOLUTION: A control means of the valve device controls energization to a motor so that the rotating speed in valve closed mode across the entire range of rotational angle of the valve body becomes lower than the rotating speed in valve open mode. As a result, in the valve closed mode, the rotating speed when the seal ring collides with the wall becomes lower than the rotating speed in the valve open mode. Thus, the impact caused by the collision is relaxed. Since the rotating speed after the collision is low, the seal ring can elastically deform while gradually shrinking at the peripheral edge of the valve body.
