PROBLEM TO BE SOLVED: To provide a soil improving composition and soil improving method that can supply nutrients for microorganisms and an oxygen supplier at an appropriate supply rate and amount according to the contamination degree of contaminated soil, and can improve contaminated soil safely at a low cost without a risk of secondary pollution due to supply of new microorganisms.

SOLUTION: The soil improving composition is a soil improving composition for activating microorganisms existing in soil. The nutrients for microorganisms and/or the oxygen supplier are covered with a biodegradable and/or water-soluble coating material.
