<P>PROBLEM TO BE SOLVED: To provide a color filter substrate having high display quality. <P>SOLUTION: A color filter substrate according to an embodiment comprises a transparent substrate, a black matrix, a color filter layer and a transparent resin layer. The black matrix is formed to divide a plane of the transparent substrate into a plurality of opening areas. The color filter layer is formed over the plurality of opening areas on the plane of the transparent substrate, has a dielectric tangent measured in a liquid crystal drive frequency of 0.09 or more and 0.018 or less and includes red, green and blue color filters. With respect to an average dielectric tangent of the red, green and blue color filters, dielectric tangents of the red, green and blue color filters are settled within a range of ±0.003.
