PROBLEM TO BE SOLVED: To improve compression efficiency of a code amount while realizing fine intra-prediction in an image-encoding system that uses the intra-prediction.

SOLUTION: A prediction mode determination part 202 divides a region in an image including a plurality of encoding-object blocks to be intra-predicted into a plurality of groups including a plurality of encoding object blocks respectively, and sets an intra-prediction mode common to each encoding object block included in each group. An encoding-part encodes an intra-prediction signal according to an intra-prediction mode set by the prediction mode determination part 202, a residual signal created by a difference from signals of the encoding object blocks, and a signal indicating a prediction mode.
